I now see what you mean. FWIW my older Classic has 33mm from armboard to platter. Which might lead us to believe that the 25mm measurement quoted on the downloadable instructions is wrong and 35mm as you state (from up to date instructions I assume) is correct.
From the photos I can't make out if the arm is below level when the arm lift is fully lowered. Despit there being a grub screw for adjusting the arm lift it appears to be adjusted for the lowest position as the lift appears to be sitting on the baseplate anyway.
The armboard appears to be mounted on a spacer, can it be dropped further by removing this, or have you already removed the spacer? I'm sure you said that you have verified the 35mm dimension from top of platter to armboard.
Time for a phone call to Jeff I think. I always found him very helpful.

Oops! That 35mm was a typo (now corrected). My 10mm spacer lifts the armboard, reducing the armboard to platter height difference to 25mm. Pre purchase Jeff had advised I lift the armboard by 10mm given that I was starting with a 35mm difference.

I would say the arm is exactly level when the lift is fully down.

I can drop the armboard by 4mm by replacing the 10mm spacer with a 6mm spacer. That’s how it was yesterday and it didn’t work. I suspect I’ll have to try again, but I wanted to go back to what ‘should’ work.  I’ve sent Jeff some pictures; I look forward to hearing what he has to say.

The only arms I’ve setup before were Regas and the starting point is to balance the arm with it floating free. That doesn’t seem to be possible with this arm.

If the arm is level when the arm lift is completely lowered there is definitely something wrong. Even if you changed the spacer the arm would have to be above level to work - not the way arms usually work!

The lifter has a hex screw visible - is it not possible to loosen that and push the arm support down the shaft?

No, it’s fully down; when down the lifter is on the base plate.
