Plenty of roughage will help.

Before I upgraded my Michell turntable suspension from the supplied springs I followed the advice about balancing the chassis and springs. The idea was that if you pushed straight down on the spindle and released, the rebounds were vertical. After experimentation I concluded that a level deck*, identical springs, and level sub-chassis did that. I later set up a Thorens TD-160 which had less leeway due to the speed control mechanism and found the same approach worked well.

The springs shouldn't be too to tightly compressed or too loose. My advice is to stay close to the positions of the lock nuts when you got it! Hopefully a small change to one spring's tension/nut position is that is needed to level the deck's floating sub-chassis.

*If the main chassis/plinth isn't level everything afterwards isn't going to fix that. I use an Ortofon circular spirit level on the main fixed chassis. Using it on the floating chassis is a little more involved, an aerosol can lid will help you to position the level so it is close to centred over the spindle.

The accumulated advice is going to be useful. Thank you. I have an Avid level that sits over the spindle. I’m thinking of making in a three footed turntable to make levelling easier. My big solid oak shelf which carries three turntables is not perfectly level.

The T.T. appears well made and is following correct construction theory it would be interesting to listen to it. The T/Arms would be of the weight the T.T. designer intended so no worry about suspension needing to be designated for them.
This is the part you will not wish to hear, i have owned and setup suspended T.T. for 45 yrs.
The correct correct setup is both simple and complex the things that are unknown to you are obviously multiple and can not be relayed to you by any forum even supposing people were skilled to do so which i can see is not the case here. There can be several reasons for an arm board not aligning with a platter
including the need to straighten the main bearing mount in order to do so. I am not suggesting this is your problem just pointing out something here.
Take the T.T. to either a L*nn first choice - or a independent that specialises in T.T. the quality of these vary some are not as expert as they think! they will set it up and explain some things to you with out which you may as well be doing it blind folded.

You have a very qualified reply there i can guess where it came from.
I can not really determine the construction of your T.T. or suggest how to custom fix it
without seeing it - this is the main limitation on anyone trying to remedy it.
A spot welded chassis brace may well be bent a glued one far less likely it is straightend
by manipulating the main bearing housing with a Special Tool - the L*nn tool may fit?
I can not really tell what Peter is talking about with the springs.
On a L*nn the bottom nuts simply screw up a fully threaded bolt using the spring to level
 the PLATTER if your bolts are not fully threaded simply replace them with High Tensile ones.
Or even stock L*nn ones you can likely use stock L*nn springs as well!
Any if SMALL misalightment of the arm board is only relevant if it effects cartridge Asmiuth.
So my advice in no way changes take it to the places i mentioned and discuss what is written 
here, maybe print it out for clarity.
